The Education and Livelihood Skills Alliance (ELSA) officially started its second operational phase on March 1, 2008, under the Education Quality and Access for Learning and Livelihood Skills (EQuALLS), an education program initiated by the USAID. ELSA will continue to operate in the areas of Basilan, Tawi-Tawi, Cotabato City, North and South Cotabato, Sarangani, and Sultan Kudarat. Through ELSA, Ayala Foundation, Inc. will spearhead the organizing of community education alliances and the leadership-training program for the youth of Mindanao.
In February 2008, new community organizers (COs) were hired from various provinces in Mindanao. The COs are tasked to engage the community education stakeholders, particularly the PTCAs in every public elementary school in priority barangays, the municipal LSB, and the youth organizations where ELSA 2 is set to operate. Their goal is to mobilize the different sectors of the community to form an alliance that will address their various educational needs. These community alliances will then serve as a platform for other members of ELSA to implement their programs, which consist of classroom construction, teacher training, and skills and livelihood development for out-of-school youths.
In its second phase, ELSA plans to achieve three results: increased learning opportunities for the youth through community support and livelihood programming; strengthened English, Math, and Science education; and more relevant and improved training for out-of-school youths.
