Rationale:
The Youth Civic Engagement Program (YCEP) of the Education and Livelihood Skills Alliance is a development program developed by Ayala Foundation for community youth leaders in the Autonomous Region of Muslim Mindanao (ARMM) and other conflict areas. This development program gathers 50 community-recognized youth leaders from North Cotabato, South Cotabato, Basilan and Tawi-Tawi.
YCEP provides the youth wide opportunities by taking an active role in community building. The participants of this youth engagement undergo a series of capacity-building activities for them to be well rounded in participating to the different specific activities of their own community. The capacity building activities underwent by the youth participants are divided into four phases: consciousness-raising, organizing, mobilizing and sustaining efforts. Each phase consists of varied activities that mold the youth of becoming a key stakeholder of the community. Such activities are:
- Leadership camp that promotes the servant leadership paradigm in community building;
- Community scanning which enables them to see their community issues from their own observation and perspective as data to be processed on the next training;
- Project management training which helps them organize, prioritize the community data they gathered and;
- Project implementation that forges and establish community partnership, practice learned values and skills, and also improve and impact a certain sector and an education issue.
The final output of the youth participants under this program is a youth-led education project to be implemented in their own specific or clustered barangay. To date, we have received 41 project proposals coming from the four sub-clusters. Only 17 projects will be granted with financial support.
Project Description
The Youth Civic Engagement Program Secretariat sees the need to support more than just 17 of the 41-project proposal crafted by the youth participants thus the idea of a fund raising project was realized.
Support a Mindanaoan Young Leader Project or SMYLe :P is a fund raising initiative that promotes leadership resiliency among Mindanaoan young leaders, who were given opportunities to undergo the program.
SMYLe will run for 2 months by campaigning to the different organizations and individuals whose donations shall be able to:
- Empower and build the confidence of youth leaders in ARMM and Region XII area
- Create a leadership laboratory for youth of Mindanao by giving them an opportunity to actively address community educational issues
- Help Mindanaoan young leaders forge the spirit of BAYANIHAN by giving them a chance to mobilize different community structures to support a youth-led initiative
- Provide them an experience of accomplishment and success amidst adversities in Mindanao
As the campaign also talks about a real life experience of the Mindanaoan youth, this will create a high level of awareness about Mindanao issues to the different organizations, companies and individuals who are possible donors or supporters of the campaign.
The 2-month campaign hopes to gather a total fund of PHP 410,000 to support all the project proposals submitted by the youth participants. The grant awarding will be done in time of the next cycle of the youth civic engagement program on October 2009.
Cluster of Youth-led Education Projects
The funds will be raised for the following projects:
Students Academic Enhancement: 5 projects
- Enhancement Camp for students: Pag-asinan National High School and Sanga-Sanga National High School, Bongao, Tawi-Tawi
- Incoming Freshmen Camp: Luuk Bangka Formation Center, Bongao Tawi-Tawi
- Remedial Reading Program: Tubigan Elementary School, Basilan
- Low Participation of OSY in Alternative Learning System: Bongao, Tawi-Tawi
- Gabay sa Pag-basa: Bukay Pait Elementary School, Tantangan South Cotabato
Materials and Equipment Provision: 13 projects
- Camp Tech Facilities: Brgy. Dukay, Saliao, and Villamor, Esperanza South Cotabato
- Alay-Aklat Project: Mandanas Elementary School, Krislamville Elementary School and Datu Siang Elementary Schools in Cotabato City.
- Provision of School Supplies: Capayuran Elementary School, North Cotabato
- Alay-Handog sa Day Care Center: Barangay Anacleto Badoy Sr. Poblacion-2, Cotobato City
- Learning Materials: Libungan Toreta Elementary School, North Cotabato
- Story Book for Grade 1 students: Lower Mahayahay Elementary School, Maluso Basilan
- Provision of Classroom Chairs: Upper Port – Holland Elementary School, Basilan
- Provision of Reference Books: Fuente Elementary School, Basilan
- Provision of Chalkboard and Chairs: Upper Bañas Primary School, Basilan
- Book Drive: Atong-Atong Elementary School, Basilan
- Provision of Books and other educational references: Masaggaw Elementary School, Tawi-Tawi
- Provision of Books for Grade 1 students: Balimbing Elementary School, Panglima Sugala Tawi-Tawi

Renovation, Repairs and Minor Constructions: 12 projects
- Development of Reading and Research Center: Barangay Bulacaon Pigcawayan, North Cotabato
- Makeshift Dormitory: Payong Payong Elementary School, North Cotabato
- Footbridge: Brgy. Madanding to Brgy. Kabulakan, Lambayong Sultan Kudarat
- Construction of Comfort Room: Camanggaan Elementary School, Basilan
- Construction of Comfort Room: Abong-Abong Elementary School, Basilan
- Classroom Renovation: Calang Calas Elementary School, Basilan
- Concrete Fence: Concepcion Central Elementary School, Matarling Lantawan, Basilan
- Construction of Comfort Room: Lower Bañas Elementary School, Basilan
- Repair of Dilapidated Stage : Landugan Elementary School, Basilan
- School Renovation: Lamion Walking Blackboard Elementary School
- Renovation for Secondary School Facilities: Tawi-Tawi Agricultural College – Laboratory High School

- Implementation of Livelihood Skills Training for Poor Parents: Lun Padidu, PH Millona, and Datu Pangolima Elementary Schools, Malapatan, Saranggani
- Proper Parental Guidance Seminar for Parents: Sto. Niño Central Elementary School, South Cotabato
- Child rearing and Facilitator’s Training: Barangay Tubigmampallan, Tawi-Tawi

- Marvels of Cultured Mushroom: Brgy Buluan, Pigcawayan North Cotabato
- Fund Raising for School Activities: Batu-batu National High School, Panglima Sugala, Tawi-Tawi
- Poultry Raising for Out-School-Youth: Brgy. Lilit, Lambayong Sultan Kudarat
Modes of Donations
Support a Category:
Your organization/institution may support a specific category covering a number of projects. The total amount of donation for each project depends on the number of projects listed under a certain category. A ten thousand peso-grant is to be awarded to each project.
Category Donation:
- Students Academic Enhancement: 50,000
- Materials and Equipment Provision: 130,000
- Feeding Projects: 40,000
- Renovation, Repairs and Minor Constructions: 120,000
- Training and Seminars for Parents or PTCA’s: 30,000
- Fund Raising Events/Fund generating activities 40,000
Adopt a Project:
This mode of donation will enable you to adopt a project of your choice among the proposals. Your organization/institution shall gather a total amount of 10,000 pesos to be able to support a certain project.
Friends of Ten:
An individual donates 1,000 pesos and encourage to call out support from your other friends. A circle of ten donors will be able to support one project. Your group of friends may choose any of the project proposals listed.
